This has been seen on Ubuntu GNOME 17.04, under both Wayland and X11. It appears to happen randomly after some time, sometimes a reboot can resolve the issue, sometimes not.

Running the following command as a workaround resolves the issue:
$ sudo kbd_mode -s

FWIW, I was running on a system with Intel graphics drivers when this issue occurred.
