Keyboard layout doesn't change permamently

I just updated from lubuntu 13.10 to 14.04. On 13.10 my keyboard layout was set to german (but everything else to english). After the update the german keyboard layout was gone. I first tried it with gnome-control-center without effect. Then I decided to try

dpkg-reconfigure keyboard-configuration

and

dpkg-reconfigure console-setup

I also did udevadm trigger --subsystem-match=input --action=change afterwards.

This works but after reboot the settings are gone. So how to change the keyboard layout permamently.

I also tried to setup things withing xorg.conf without success.

Take a look at this bug-discussion: https://bugs.launchpad.net/ubuntu/+source/ibus/+bug/1240198 One attempt for a workaround they found is opening "ibus-setup" an selecting "use system keyboard layout".

Ubuntu 14.04 installed from Canonical Live CD + all available upgrades to 24 October 2014. Keyboard Input Methods used to select - English - (English UK extended Winkeys). The seolected setting is retained for current session only. Keyboard input reverts to English US on next boot.
