Steps to reproduce:

1. Start Gimp from the Dash

Actual behaviour:

The Toolbox and Layers dialog start with their title bars obscured behind the top panel. It is thus impossible to move them without using Alt + Left Mouse Drag. Also, it is not even possible to see the names of these windows - so a new user has no idea what they are called. Bringing them into focus merely puts "GIMP Image Editor" into the panel title.

Expected behaviour:

The windows start with their title bars visible, so that the novice user is able to (A) see what the windows are called and (B) move them by simple drag and drop, without having to learn a new keyboard shortcut.

Alternatively, the Alt + Left Mouse Drag could be better publicized as the preferred means for moving windows and the title of individual windows could appear in the Unity panel when they are in focus as opposed to simply the name of the application.
