I can confirm that this issue occurs with gnome-shell as well. It has been bugging me for a while now since it already started to occur in Ubuntu 11.10, again with gnome-shell.

OS: Ubuntu 12.04 (x64)
Video card: ATI HD6950
Drivers: proprietary AMD CCC 12.4 (fglrx 8.961)
