I have the same problem. After a fresh boot the system is fast and snappy (compiz is using about 100-150mb of RAM at that point), but after an hour or so of usage window dragging becomes really laggy and irritating. Compiz is now at 290mb of RAM and increasing with usage.

Also, newly opened windows (terminals, nautilus...) move smoothly the first time I drag them, even when this problem starts occurring, but each subsequent dragging is slow.

I have no third party PPA-s and it's a fresh install, specifically because of this issue. I'll be glad to provide any additional info if needed.
