Definitely a feature. Nothing annoys me more than not being able to resize a window beyond a certain margin. Imagine you have to view a control on a fixed size window, located at 700,700, but your desktop resolution is only 640x480. What now? Remember, Linux exists to bail you out of these unforeseen situations.

You can always manually resize so the window is smaller, additionally you can move the window by holding the alt key. Why put an artificial limit on the size of a window, other than to annoy advanced users?
