Thanks for your response. My apologies - I didn't think of compiz and you are quite right. On both the desktop (Nvidia GeForce 6200) and the laptop (Intel 915G) I had Visual Effects set to 'Normal' - the default, which is why I forgot about it. Setting them to 'None' on both machines causes the problem to go away.
One curiosity - with compiz enabled, now I get the problem whether the panel is set to 'Solid Colour' or 'None'. I don't know why it behaved differently before I posted the bug. Anyway, if this is a duplicate you might as well close this one. And apologies once again for making an unnecessary report.
By the way, Gutsy is looking good. Congratulations to all the devs.
