could you specify more details please, for instance the graphic card you're using, does this happens when you boot the cd or only after you install gutsy to the hard drive, etc.
when the desktop doesn't finish, does the applications of the gnome desktop run?, this you can check with the ps command from the command line by pressing Ctrl + Alt + F1, login and execute the commands, then you can go back to the graphic mode by pressing Ctrl + Alt + F7.
when the desktop doesn't finish to load, you mean that only the wallpaper is shown?, no just a plain color in the background.
if after this, you go to the command line "Ctrl + ALt + F1" and execute the following command:
sudo /etc/init.d/gdm restart
and you try to logging from the graphic mode, does happens again?, or the desktop load as should.
