Rebinding F1 fails - always brings up help

Bug Description
If you go into System Settings -> Keyboard -> Shortcuts -> Windows and bind anything to the F1 key, that key will still bring up the help window. If you log out of your session and log in to a 2-D session the rebinding of F1 will work.
Ubuntu release 12.04.
This bears some relationship to bug 1024143.
