When in the workspace switcher view, one can move windows around by clicking and dragging. This is also the case when a window is maximised. However, the window does not move if certain parts of a window are clicked and dragged.
I have tested this with Firefox, Empathy, Nautilus, gedit and Transmission.
For example:
Maximise Firefox
Switch to the Workspace Switcher view.
Click and drag from the tab bar.
The window does not move.
Then:
Click on any other point on the window (not on the tab bar) and drag.
Observe that the window moves as expected.
It's the case for Empathy if you click and drag the status dropbox (Away, Available, etc), the breadcrumb area in Nautilus or the toolbar (Open, etc) in Transmission and gedit.
I have unity 5.12-0ubuntu1 and compiz 1:0.9.7.8-0ubuntu1.
