Looks like the nut plugin was disabled in Debian (see changelog entry below), and Ubuntu inherited this decision. Unfortunately I don't have more details on the problems and whether they have been resolved since:
collectd (5.9.2-3) unstable; urgency=medium

* [53fe51f] It is debian/NEWS, not debian/NEWS.Debian
* [5f21e0e] Mention migration to Python3 in debian/NEWS
* [8846b45] Disable nut plugin for now.
Nut has too many rc bugs to enter testing soon.
Btw, when reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected. This adds addtional metainformation such as version numbers and release. 5.9.2.g-1ubuntu5 seeems to be the version in Ubuntu 20.04, so I've added the tag for that.
