[upgrade request] Update cmake version for 16.04

Bug Description

The Ubuntu 16.04 alpha still only contains cmake 3.2. It would be really good to update to 3.4.3 or at least 3.3. CMake changed a lot the last 1-2 years and 3.4 is really required for any modern development. 16.04 will come out in 2016 after all!

Honestly spoken I think this is a dupe of bug 1534263, which is just missing the right tagging and [COMMENT] in the title to catch developers/(bot) attention.
