Can we upload cloud-init collect-logs to this bug to see cloud-init's behavior across this reboot? If cloud-init thinks it didn't run for some reason across upgrade then it may re-run thinking it is a fresh install. Having visiblity to the full /var/log/cloud-init.log would be helpful here.
