Could you confirm what version of cloud-init you are using? Recent versions detect when a reformatted ephemeral disk is presented and will always reformat it (I have just confirmed this with an Ubuntu trusty instance).
Also, "ResourceDisk.Format=y" only allows you to specify a single partition to create; cloud-init allows you to configure the disk how you want. :)
