If this has additional changes required before it can be synced, then this is not a sync request. Instead, what should be done is this should be synced, and then a debdiff added on after the fact as a separate bug or package revision to change this. Alternatively, change the package in Debian and then request a sync.

Because this is marked Incomplete and has procedural process changes that are atypical, I am going to leave this as Incomplete and remove Sponsors because this isn't ready for syncing if we are needing additional changes to the package.
