I can confirm this bug on my Dell Vostro V131 notebook with all latest Update.
Ubuntu 12.04 amd64.

Device: "Laptop_Integrated_Webcam_HD(/dev/video0)"

Taking pictures is impossible. But video works just fine, also the effects are funny.
