I have to admit that you are right and the system finally boots but it take ages (it takes less time if I change partition table to mbr).
I see that in the last testcase you point that the device is extremely slow and perhaps that is the bug.
I don't know the specs of the device you tested, but my pc is pretty decent and it is not normal that slowness.
And like I said, that wasn't the case on previous Ubuntu versions and that wasn't the case too on other distributions (Fedora, Opensuse, Debian, Devuan, etc)
What is clear is that this bug must be closed and I don't know if it is better to file a new bug or that behavior isn't consider as that
