Brian: this is not the correct fix, as we don't want every project using quickly-widgets to depends on quickly and a tons of application :)
The long term one will be to depend on quickly-common which contains the __init__.py. This package will be released along with Quickly 0.4. (just a reminder to keep the bug opened until there)
