Verified the package successfully fixed the issues n Jammy.

Installed the following applets from jammy-proposed
  - budgie-showtime-applet 1.4.0-1ubuntu3
  - budgie-weathershow-applet 1.4.0-1ubuntu3
  - budgie-dropby-applet 1.4.0-1ubuntu3
  - budgie-workspace-wallpaper-applet 1.4.0-1ubuntu3

Added all applets to the Budgie Panel
Enabled Weathershow desktop weather
Rebooted
Confirmed
 - Weather was showing on desktop
 - clock was visible on desktop
 - Dropby popped up when plugging in USB drive
 - Wallpaper changed when workspace changed
Rebooted multiple times and re-checked all items

Repeated all steps on a Jammy VM and confirmed the issue did not reoccur
