I have this same problem with DVD+RW disks. I am using Ubuntu 9.10, kernel 2.6.31-15, 64bit, Brasero 2.28.2.
When I blank a disk that was recorded by a DVD video recorder I am not able to access the disk as a normal user. The disk doesn't show up on the desktop and Brasero doesn't see it. If I open Brasero with "gksudo brasero" the disk is accessible and recordable.
Note: I had problems with disks having restrictive permissions set by the DVD video recorder, to get the disks to work I edited my fstab file to mount the disk as:
/dev/scd0 /media/cdrom0 udf,iso9660 users,noauto,uid=0,gid=46,mode=0777,dmode=0777,nosuid,noexec 0 0 (see Bug #10550)
