I solved it! It was HW problem.
Notebook Comapaq NC6000 has bluetooth module that was designed for bluetooth 1.1. Mouse was compatible with 2.0 or 2.1.
I replaced module version 1.1 with newer module that is 2.1; you can get such module at eBay, it is small module with BCM92046 chip; easy to replace. With new bluetooth module, mouse works as expected.

To check your bluettooth module, use CLI command hciconfig:
