The 25 second delay is a standard dbus timeout. I assume you're talking about:

It sounds like maybe your system is launching too many instances of pulseaudio. The first works and the second fails. I'm not sure how Xubuntu differs in this respect but I don't think we see the same bug in standard Ubuntu.
