Both devices are new to me and I recently bought them new. The same happened with 4.4.0-22 at least. I have not been able to pair by any kernel that I have tried with.

Might need same fix as Belkin : add "blacklist hci_usb" to /etc/modprobe.d/blacklist.conf, and add "hci_usb reset=1" to /etc/modules"
I tried the module trick and rebooted, but no help.
Maybe I'll experiment with the mainline kernel next.
