/var/cache/debconf/config.dat is locked by another process:

debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable
dpkg: error processing wbulgarian (--configure):
 subprocess post-installation script returned error exit status 1

What is the output of the following command on a terminal:
$ lsof /var/cache/debconf/config.dat
