After triggering config-changed ("juju config ceph-osd use-syslog=true", nothing important) situation become a little better: https://paste.ubuntu.com/p/5jFd6Dg6xg/

However, there is still one OSD is not being picked up by ceph-osd/0, and "ceph -s" shows warning: https://paste.ubuntu.com/p/v2GXTCMgpf/
