From you logs, I see the following snippet:

ERROR: Module auth_basic does not exist!

This error comes from backuppc's postinst script, which is trying to invoke "a2enmod auth_basic". This is strange; apache2 is listed as a dependency for backuppc, and therefore it should have been properly installed and configured before backuppc tried to run its postinst. I'm afraid we will need more information from you in order to proceed with the investigation. Did you manually change anything in your system before trying to install backuppc? I'm interested in knowing whether you did something that might have affected your apache2 installation. Are you able to reproduce this problem if you try reinstalling backuppc?

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".
