FWIW, the /etc/network/if-up.d/ does work for me. I hope this can get fixed soon. I'm also having a similar problem with the openssh-server... sshd does not fire off at boot, I have to start manually even though it's turned on in chkconfig and the /ect/init.d script looks good. Not sure what's going on there...
