Provides support for later versions of FFmpeg

This provides all of the previous changes, plus:

1) On import, if the sample format from FFmpeg is 8-bit or 16-bit, then it
will be imported into Audacity as 16-bit. Anything else gets imported as
float.
2) Export options updated for AMR, WMA, and AC3.
