As a temporary workaround, you can pin the binutils-arm-linux-gnueabi to version 2.20.51.20100908-0ubuntu2cross1.50. It seems to still linger around the various Ubuntu mirrors.

Please note the sysroot setting was removed from binutils due to bug #598389, so don't expect xdeb to work properly with the pinned binutils version.

I'm currently considering repackaging the binutils package with sysroot enabled for those of us which needs it.
