package download stalls 12.04

Bug Description
I use Australian repositories and in default Ubuntu installs downloading package lists stalls for minutes unless the following is done:
Create this file: /etc/apt/
Acquire:
Acquire:
Once this is done then package downloads proceed immediately, this has been an issue for a while now and is still this in the 12.04 Alpha daily builds.
