I inserted the content of the attached file into
archive.ubuntu.com_ubuntu_dists_precise-updates_restricted_i18n_Translation-en
on Precise and the problem still exists:

I don't think apt has an onboard method to clean files in the lists directory, they need to be removed manually based on the error above.
