Thanks for the new logs. Could you please give the follow package a try?

Please add this to your sources.list:

deb http://people.ubuntu.com/~mvo/apt/transparent-proxy/ /
"""

and update, upgrade. It should install a new apt (version 0.6.43.3ubuntu2.1)

Please let me know if that package works better. Please try first without the -o Acquire::http::No-Cache=true option and then with it.
