I think that's probably because of the LANG=UTF8.RU_ru characters taking
up more than one byte each, where LANG=C characters are essentially 1
byte ASCII. So, for the same text in the package descriptions, etc, it's
using roughly twice as much memory, so no wonder it runs out of room.
