apt does not configure libudev1 before util-linux

Bug Description

This was easily fixed via an apt-get -f install, and there was no mention of libgcrypt20, so I don' t think it' s a dupe of but 1560797.

This is very similar to bug 1560797, but this time not for libgcrypt:i386 but for libudev1:i386:

Accepted apt into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/apt/1.2.12~ubuntu16.04.1 in a few hours, and then in the -proposed repository.
