Right, apport needs a working apt-cache for the genuine detection. Since the packages are only shown as locally installed apport doesn't recognise them as genuine ubuntu packages.
sudo apt-get update
should resolve this.
From the iso tag I guess that's on the live disk where I'm not sure if that has an apt cache by default or not. Did this work before?
