apport should suggest other package managers when a bug occurs on not-up-to-date update-manager

Bug Description

Binary package hint: update-manager

As suggested in bug 423001 :
When update-manager crashes and apport refuses to report the crash because of not up-to-date packages, it should suggest updating with an other package manager (e.g. Synaptic).
