apport refuse to report update manager crash

Bug Description

Todays partial upgrade (9.10) results in update manager crash.

When trying to report problem thru apport, apport refuse to report problem because some package is not updated.

Since update manager crashes when trying to update it is impossible to report problems related to update manager with apport

Apport needs an exception, so it is possible to report problems with update manager thru apport.

apport: 1.8-0ubuntu2
updatemanager: 1:0.124.9ubuntu1

Apport refuses to report bug if there are any updates available. You can use synaptic package manager to update or use command line program like apt-get

$ sudo apt-get update

$ sudo apt-get upgrade

affects: ubuntu → update-manager (Ubuntu)

With update-manager ver. 1:0.124.10, update manager works again.

I think apport should suggest using other ways to upgrade. I created bug 423884 in this intent, so I'm marking this bug as a duplicate of it.
