I actually think this is either a bug with systemd or a change in how it handles the services which apport-autoreport includes. I've tested this by changing /usr/lib/systemd/system/apport-autoreport.service so that it contains the following:
Then if I touch a .crash file in /var/crash e.g. touch '/var/crash/canary.crash I ended up hearing the canary sound 5 times then a pause and then the canary sound multiple times again. On Ubuntu 20.04 the same test case results in the canary sound being heard only one time.
