The test case I've indicated might be a bad example as apport will also want to use apt, however the apport dialog contains information (revealed after clicking "Show Details") that doesn't get written to the report.

UnreportableReason: E: Opening /etc/apt/sources.list
DistroRelease: Ubuntu 14.04

So there is still something wrong in apport's code.
