This directs reports from either PPA to the ubuntu-gnome project, and tags reports from the staging PPA with "gnome3-staging". You guys are of course free to customize this to your liking.

If/once this works for you, I'll add it to the Apport packaging branch for raring, so that it'll just work everywhere.
