This started failing with the last version of apache, however before that this autopkgtest wasn't run since 2016 - so it's very likely something else introduced this test failure, since the last xenial apache2 version was removed from -proposed and its code is not included in this upload, but the libapache2-mod-perl2 autopkgtest failure is the same.
