The cleaner work-around is to just replace "$APACHE2CTL graceful-stop" with "$APACHE2CTL stop".

Seriously, I don't understand why this bug doesn't get fixed (the fix in hardy doesn't count). It must bite quite a few people running web servers on Ubuntu.
