The incompatibility between ansible gitlab_runner module and python-gitlab was already fixed in ansible:

https://github.com/ansible/ansible/pull/64989

but will not be included in ansible 2.9.

As you can read here:

https://github.com/ansible/ansible/pull/65049

that this 'limitation' will be removed in ansible 2.10.
