We actually worked with upstream on to get an official release in time for the bionic freeze. Looks like we missed freeze deadline, since it was unstable but not yet testing in time for the freeze.

This is a major improvement to androguard, which is a key part of the Android dev and security researcher toolkit that the Debian Android Tools Team maintains.

We've been testing with the 3.1.0~rc2 version in Debian/testing, but if you want the final 3.1.0 release in bionic, I can do that update.
