Stallman once wanted to create a free software operating system. Many would say that it is not a very realistic idea.
Many maybe would say the XDG standard was a good idea, but not a very realistic one. Now plenty of applications save under ~/.config/
If there is a will, there is a way. For starters, browsers which share the same cache format could have their directories symlinked.
