Could people having the issue test if that fixes it for them

$ wget https://launchpad.net/ubuntu/+source/alsa-lib/1.1.7-2/+build/15743375/+files/libasound2-data_1.1.7-2_all.deb
$ sudo dpkg -i libasound2-data_1.1.7-2_all.deb
$ reboot

it should work on bionic and cosmic
