I don't think that there is need for that.

I wouldn't put snd-seq in /etc/modules. The cleaner solution is to
modify /etc/modprobe.d/alsa-base (as I showed you) so that snd-seq
is loaded above snd-via82xx.
One could also take the view that hotplug and discover should load
snd-seq above snd-via82xx.
