alsa-base is missing dependency on lsb-base

Bug Description

the init script /etc/init.d/alsa installed by alsa-base needs
/lib/lsb/init-functions from lsb-base, but alsa-base doesn't depend on lsb-base.
 A dependency to lsb-base (>= 1.3-9ubuntu2) should be added. (see bug 13603)
