Menu editor alacarte is completely non-functional in Ubuntu 12.04 (applied patch did not take)

Bug Description

While bug https://bugs.launchpad.net/ubuntu/+source/alacarte/+bug/1079953 is closed,
the issue persists. With alacarte 0.13.2-2ubuntu4 on Ubuntu 12.04, nothing works.
Pressing *New Item* or *Properties* results in a crash. Checkbox actions don't take.
And inexplicably "[x] report an error" does nothing.

But here's a console exception:

The bug you have referenced was only fixed in Ubuntu 13.10 as only it has a version number greater than the one referenced in the comments of the other bug. If you'd like to see the other bug fixed you may want to have a look at the Ubuntu Stable Release Update process -- http://wiki.ubunut.com/StableReleaseUpdates.

This is NOT a duplicate of #1079953

And 12.04 is a LTS support version, so a fix for 13.10 is not relevant.
The proper URL for the stable release updates is https://wiki.ubuntu.com/StableReleaseUpdates

The feature is completely broken in 12.04 LTS due tothe missing dependency.

Bug reports in Launchpad can have "tasks" for different packages and different releases of Ubuntu. I've added a task for Ubuntu 12.04 to the other bug report. So really this is a duplicate of that bug.
