I created it with adduser as root user.
Then gave password.
Then chown -R username:username /home/username
Then chmod -R 700 /home/username

This happened first time in Ubuntu 10.04
Then I upgraded to 12.04, because I thought that it would solve the
problem, but it didn't.
Somewhere I found the solution: chage -E -1 username and user account never
expires.
